CIA Director Bill Burns is set to return to Cairo on Tuesday for additional discussions, a source with knowledge of the meetings told CNN. This visit is part of a broader effort by the United States and other mediators to establish a ceasefire-for-hostages agreement.

While the core negotiations in Cairo are at the working level, and Burns is not expected to participate directly, he will meet with various delegations. Both Israel and Qatar have confirmed they will send teams for these discussions.

A spokesperson for Qatar's foreign ministry characterized the latest Cairo talks as "indirect negotiations between the two parties," noting that Israel is not expected to engage directly with Hamas representatives.

Burns had initially arrived in Cairo late last week and then traveled to Doha over the weekend for further talks on a potential ceasefire deal in Gaza. In Doha, he collaborated with Qatari officials to refine the framework of a proposal that was presented to Hamas, which provided a response on Monday.

Israel, however, indicated that the terms of this proposal did not meet its expectations, stating that it was "far from" satisfying its demands, and signaling that it would continue its military operations in Gaza.
